Summary | 0002237: Replace complete blocking of a previously denied creq with a confirmation screen
Description | "ERROR: This change has been denied in the past! See the old change request." In many cases, the circumstances in which the creq was denied were different, and that change would have been granted at the time the error was thrown. When that happens, we have to bug a mod to issue the change. Having to circumvent the system in this cumbersome way is annoying to users and mods alike. Seeing that yelling at a user for trying to issue a previously denied change has some merit, I won't advocate killing that feature completely. Instead, the user should be presented with a screen requesting that they check the old creq *and verify whether they want to proceed nevertheless*. A confirmation screen would be able to both call the user's attention to the fact the change was once rejected and allow them to proceed if they're sure it would go through at the current point.
