Summary0002430: "restricted to" option from tags isn't working

when I try to add gravure idol to a creator (for example https://anidb.net/cr45257) it gives Error: 10 - this tag is not allowed to be added to this type of entry.
It was the same with seiyuu tag and now it can be added after I unchecked the "restricted to" https://anidb.net/c7717293
