Summary	0002473: when trying to add a banned file, the visible message is only "ERROR", the detailed message is only in the page source
Description	when trying to add a file that has been blacklisted, the user only see the message "ERROR", which is not explicit. in the page source there is another message ""The file is on the global blacklist. Addition of this file is not permitted." please make that message visible to the user too
