Summary	0003010: Creq: allow assistance requests to be issued after the creq is closed
Description	On occasion, discussion may carry on in a creq after it is closed for whatever reason. In some of those cases, calling an external party into the discussion would help. Issuing a new creq may be unwieldy or even impossible (deleted entry). In such cases, it would be helpful if the assistance request feature was kept available as a possible resource.
