Description	Since persistent sessions in IRC is by design, users with valid sessions should probably be voiced onjoin.

polariser 2008-04-04 07:21 reporter ~0001903	She voices users only upon _login_. However, if I disconnect and reconnect, I am still logged in (which is apparently the by design bit), but not voiced.
