why is this needed again? regular user stumbling over open creqs isn't really happening on a daily basis. more like on a yearly basis.

How about you stop being so close minded? Not allowing regular users to comment and participate with creqs, but having a special "CREQ commenter" right was dumb from the beginning, CREQ commenters use their right to comment much less frequently than allowing regular users to do so, so your point is moot in the usage department, not to mention this feature can easily be advertised on the ad-bar. Users stumbling on open creqs is much higher now when you actually fixed the error given for when a user wants to add/edit something, but there's a creq pending for it as there's now a link to that creq (you still need to do that with creator adds, btw).
Also, do you have the statistics about how many regular users end up on a creq page? I'm fairly certain the more capable users, the kind of users we'd want adding/editing data, have stumbled on them more than once, but may not given their input since it'd have required them to create a forum post about it instead.
