Summary0000419: way to lock already settled data

those all are currently not creable and any tard can add data without any mod being able to interfere.

sometimes a mod sets some data and that data is perfectly settled already so no further input should get done without discussion beforehand. making it possible to lock the data from further change for normal user would be a good intermediate solution until that data is being made creqable
